Roy: I have no specific reason to doubt that 4-clause BSD ought to be category A (in part
because I don't entirely know what category A is supposed to mean), but I don't think the
NOTICE file requirement of Apache License 2.0 can be the rationale. The advertising clause
is worded thus: "All advertising materials mentioning features or use of this software must
display the following acknowledgement:
This product includes software developed by ...". The NOTICE file is not something you are
required to include in advertising materials. Thus in this one respect the 4-clause BSD license,
like the Apache Software License 1.0, is more restrictive than the Apache License 2.0. The
NOTICE file requirement is more akin to Apache Software License 1.1 section 3.
