Sorry, the "You keep asserting this but" isn't directly relevant to
the quoted part of what you said. :)

I agree that some open source projects choose licenses that permit
code to be distributed under other terms (in a narrow, strict sense)
but I am saying this is not obviously true of the Apache License 2.0.
