We should not force our users to hunt through every last nook and cranny in order to discover the complete licensing for an Apache distribution.  Permitting arbitrary flexibility would also make quality control harder, when we already have too many licensing documentation bugs in Apache releases.  Projects seem to have enough difficulty getting the current system right.
