Tim, I just checked the history of the voting progress, and realized that I misunderstood
Chris Douglas's recommendation.  


We started the vote with RC0 with binary artifacts voted.  The vote passed within the community,
and Chris Douglas recommended to us for doing a source release in RC1-3 to fix LICENSE and
NOTICE files.  I removed the binary tarball according to your recommendation.  Sorry for the
trouble, but it would be good that there is flexibility to location of LICENSE and NOTICE
file.  There are other languages other than english in this world.  It would be good that
Apache policy would take into consideration for other languages.  When user has intend to
look for LICENSE and NOTICE file, a single command can usually locate the file with ease.

tar fxvz artifact.tar.gz | grep LICENSE

As long as the artifact provide ability to view file listing, the file name can be located
with one cli command or browse through artifact via UI.  It would be helpful to discuss this
issue outside context of Chukwa.  Thank you
