As to Windows .msi or .exe, in general one cannot easily inspect the contents.
However, once the contents are unpacked, the location of the N&L files becomes relevant;
IMO they should be at top level.

I think it makes sense to allow jar file N&L to be in either the top or META-INF directory
(but nowhere else).

There is a possible ambiguity over the meaning of "top directory".
Many projects add files to a common parent directory, such as apache-tomcat-8.0.0-RC1-src/
All the files in the Tomcat archive are descendants of that parent directory; there are no
files at the same level.
I would hope that the docs can be worded in such a way as to ensure that it is clear the N&L
files are to be stored under the parent directory, rather than as siblings of the single parent
