You wrote that the Client Protocol Driver exemption would not meet Apache's criteria. The
exemption says this:

    In addition, as a special exemption, OpenLink Software gives 
    permission to use the unmodified client libraries (ODBC, JDBC, 
    ADO.NET, OleDB, Jena, Sesame and Redland providers) in your own 
    application whether open-source or not, with no obligation to use 
    the GPL on the resulting application. In all other respects you 
    must abide by the terms of the GPL. 

Would you please explain which of the following Apache criteria this fails to meet:

* The license must meet the Open Source Definition.

* The license must not place restrictions on the distribution of independent works that simply
use or contain the covered work.

* The license must not place restrictions on the distribution of larger works, other than
to require that the covered component still complies with the conditions of its license.
