So you are suggesting that for every single release, we go through every single file, and
we determine if it has "significantly changed" since the past release. This sounds like a
very onerous process to add to our ~140 TLP release processes. (I am speaking with my release
manager hat on.)

How big a risk is this? And what are the consequences for us? (And how much do we care?)

Also, I am not sure why trademark disclaimers are being discussed on this ticket. It is out-of-scope,
and probably unwarranted.

CouchDB releases once a month (or we try to). It currently takes me about four hours, just
to cut a release. Checking every single file would significantly add to this burden. Releases
are painful enough.
