What is NOT different about each project, however, is the subject of this thread, from which
we've seriously strayed. At the top of each artifact published as a separate file by ASF (with
certain enumerated exceptions), we should place the following header. There will be only one
header at Apache, no separate "short" and "long" headers. That single header will combine
all information that is legally sufficient to protect the intellectual property interests
of The Apache Software Foundation and our contributors.

I've changed the following text from what was originally suggested in order to incorporate
several ideas from earlier emails. Please comment about THE FOLLOWING version:

     This file is published by the Apache Foo project and is licensed to the public under
Apache License 2.0.
     Copyright 2013 The Apache Software Foundation.
     "Apache" and "Apache Foo" are trademarks of The Apache Software Foundation.
     Refer to the NOTICE file for any additional licenses and notices.
