Lawrence Rosen commented on LEGAL-172:

Thanks for this:
> Projects have different ways of crediting people. Electing individuals to be
> committers, PMC members, PMC chairs, ASF Members, and so on is one important
> way that we acknowledge sustained contributions over time at the ASF.

One of the virtues of Apache is that each project has the freedom to nourish its own community.
As you describe some projects, my philosophy (or my business model, or my technical interests)
will not allow me to join. :-) Vive la différence.

What is NOT different about each project, however, is the subject of this thread, from which
we've seriously strayed. At the top of each artifact published as a separate file by ASF (with
certain enumerated exceptions), we should place the following header. There will be only one
header at Apache, no separate "short" and "long" headers. That single header will combine
all information that is legally sufficient to protect the intellectual property interests
of The Apache Software Foundation and our contributors.

I've changed the following text from what was originally suggested in order to incorporate
several ideas from earlier emails. Please comment about THE FOLLOWING version:

This file is published by the Apache Foo project and is licensed to the public under
Apache License 2.0.
Copyright 2013 The Apache Software Foundation.
"Apache" and "Apache Foo" are trademarks of The Apache Software Foundation.
Refer to the NOTICE files for any additional licenses and notices.

> --------------------------------------------
> Key: LEGAL-172
> URL: https://issues.apache.org/jira/browse/LEGAL-172
> Project: Legal Discuss
> Issue Type: Question
> Reporter: Sam Ruby
> Assignee: Sam Ruby
> The current ASF Source Header and Copyright Notice Policy does not include, and actively
discourages, any copyright notice in the header:
> Larry Rosen has requested that any source file that contains a license header also include
a copyright notice[1], and that his vote be counted[2]. This JIRA tracks these requests.
> The vote itself will take place on the legal-discuss mailing list, start shortly after
this month's board meeting on Wednesday, July 17th, and will continue through Sunday July
21st with the results published on Monday July 22nd. Only votes from members of the Legal
Affairs Committee PMC, as recorded in [3] will be considered binding. To pass, the vote will
need a minimum of three +1's and more +1's than -1's.
