I indicated my concern that "to the public" might be easy to misconstrue.  Maybe "the recipient"
is also possible.  (The closed I can find using definitions in the license itself would transpose
to "Licensed to You under the Apache License 2.0".)

I don't see how Larry's preference for a bare copyright notice does anything but tell people
all exclusive rights of the named copyright holder are reserved.  If I saw that, I would have
no idea that there was anything I had permission to do without contacting the asserted copyright
holder.  That strikes me as a "hands-off" notice and I suspect that is the case for other
lay persons.)

The only way I know to deal with provenance is to link to a place where the particular work
can be found and its provenance accounted for (i.e., in an SVN repository somewhere, along
with what the nature of "somewhere" is.)  I have endeavored to do it that way in my own work
(not on an Apache Project).  It makes for more than a one-line comment.
