For now, I'll simply state that the licenses in Category A should ideally be a proper subset
of the licenses listed here:

http://www.mozilla.org/MPL/license-policy.html#Licenses_Compatible_with_the_MPL

By "should" here, I mean that there should be no unintentional differences.  That doesn't
mean that from time to time there isn't a difference because we haven't compared notes.  It
also doesn't mean that there can never be an intentional difference, I'm merely stating that
it is my hope and expectation that such differences are unlikely and should be rare.

Put in a more positive way, the ASF has worked with the FSF, the Mozilla Foundation, and numerous
proprietary licensees to make our license compatible with each.  While we haven't always been
successful, that remains a goal that we share.  I would personally rather that we not casually
throw that work away.
