Noah, if what you want is a short boilerplate for "small, supporting files," particularly
ones that have no or little copyright content, then I believe I already suggested a short
(2-line?) form of license header somewhere here at ASF. I'll try to find it in the archives.

Indeed, a small, supporting file with no copyright content needs no license header at all,
but don't you want people to know where it came from anyway? One of the shortest copyrightable
works is probably the phrase "Rose is a rose is a rose" from Gertrude Stein's poem Sacred
Emily, written in 1913 and published in 1922. Don't you think her heirs are grateful that
we still attribute this line to her and don't just use it as text input to an Apache poem
parser?
