It seems to me that the alternate proposal for a short-form header
incorporating a copyright notice and the discussion that followed has been
instructive.

Here's what was proposed:

    Copyright 2013 The Apache Software Foundation.
    Licensed to the public under the Apache License 2.0.

Note what's missing: **almost everything from our current header**.

Greg Stein wrote, a while back:

Those elaborations are both already present in the text of the ALv2.  I
question whether defeating a defense of "innocent infringement" hinges upon
their inclusion, against the kind of sophisticated target that would be worth
suing.

This on its own seems sufficient -- for *all* our files:

    Licensed to the public under the Apache License 2.0.
