Apologies for my lack of noticing those conversations. Someone should update resolved.html,
the section on Category B doesn't say anything about where a Category B work may be placed.


The point of Category B is "in order to minimize the chance that a user of an Apache product
will create a derivative work of a reciprocally-licensed portion of an Apache product without
being aware of the applicable requirements. ". None of that or any of the rest of the text
in the policy draft relates to where category B is placed. 

On the 'what's the difference', banning it from source or SVN makes 'B' a largely useless
category and near equivalent to category X. Unless there's a build-tools exclusion, the high
use of JUnit across Apache would fail the description as an indirect distribution occurs through
the pom.xml files. The use of wsdl4j would be a similar non-build issue for any SOAP type
projects. Similar for anyone depending on CDDL licensed Java dependencies.
