This is fundamentally an ASF policy question, not a license compatibility
question. 

The following describes the criteria used by the Legal Affairs Committee
when evaluating licenses that can be included as a dependency by an Apache
product:

The following list documents the licenses which may not be included in an
Apache product:

In some instances, there are ways that these dependencies could be added by
users as an optional feature of an apache project:
