My understanding is that, in the past, the Foundation required that all things incorporated
into a binary be open source. In the case of models derived from copyrighted material where
'publication' was legally impossible, the compromise was for the project to maintain a repository
containing that material that was open to all legitimate members of the community. This, as
I understand it, is the model of SpamAssassin. If the material cannot even be made available
in this way, then the models have to remain outside of Apache infrastructure. This is the
conclusion that was reached for OpenNLP.
