Thanks for helping with guidance on this.

Given Chiradeep's statement about the files not having license text in
them originally, and given that the subset in question are example
"starter" configuration files for the packages, I'm not sure how to
check the license of those files.  I've always been under the
impression (which might be very wrong, because INAL), that unless a
configuration file specifically states that it is licensed under
certain terms (which is suspect to begin with), that configuration
files are usually considered to not be part of the licensed work.

So two questions:

1) Have other projects held discussions of a similar nature?  If so,
how was it resolved? (Searching the archives hasn't provided me with a
good answer to this question yet)

2) If we can't come to a resolution on exactly what to believe about
the licensing of these files, would a reasonable alternative be to
have someone like Chiradeep write up a functional spec for the config
files and have a brand-new contributor to the project tackle creating
them through documentation references only?
