A lot of organizations and developers provide their source under permissive licenses that
are not 100% copies of the licenses approved in category A.

Examples of typical cases can be seen in

How should one handle them? Submit a JIRA issue for each file with a license that is 100%
identical to the ones already categorized or are there general rules to auto-categorize them?
