Larry,

IMHO this JIRA is not the place to re-argue whether we need a copyright notice in every file.
That is a resolved issue as of 2006. To reopen it I'd suggest legal internal.

Henri,

I like your idea of having three types of files, at the discretion of the project leadership
(PMC). I trust the PMC to decide which of the three is appropriate for each file, with some
small bit of guidance:

full Statement: the default
Mini Statement: small files for which the full Statement is overkill but there is some creativity
and a statement is desirable
no Statement: small files for which any Statement is a distraction or a performance issue,
or if the creativity is questionable
