Just to be perfectly clear, can I take it that:

1) The JMeter project can implement a RTMP plugin based on the specification;

and

2) There is no requirement for the JMeter project to add anything to the NOTICE file;

OK?

What about the LICENSE file? Does anything need to be added to that? It would seem odd to
me to add the spec license, as JMeter would not be providing the spec, but an implementation
of the spec.
