Apache Tika has recently received a proposed contribution which enhances our coverage of the
IPTC image metadata standard. Part of the patch includes parts of the IPTC specification in
the JavaDocs of the code, describing the uses and values of the metadata fields.

The IPTC specification license is available on pages 4 and 5 of the spec: http://www.iptc.org/std/photometadata/specification/IPTC-PhotoMetadata-201007_1.pdf

>From reading this, we think it will be OK to use parts of the text in the JavaDocs, provided
that we add a notice in the header of the class, and include the IPTC Spec license in the
project LICENSE file, much as is done with other specifications. Does this seem correct?

(Commons Sanselan also has IPTC related code, but I don't believe they include specification
text, so are not currently affected by this)
