Well I need the file to be included as part of a unit test for FOP. That means it won't be
released as part of the production code, however, it is necessary in the source code base.
It seemed to me as if it would be fine considering the following paragraph:
"Unicode, Inc. hereby grants the right to freely use the information
#  supplied in this file in the creation of products supporting the
#  Unicode Standard, and to make copies of this file in any form for
#  internal or external distribution as long as this notice remains
#  attached."

However, I don't speak legal and wanted to double check whether it would clash with the ASF
