Can I just check that you spotted the nuance in this issue (coincidentally a similar question
has been asked in the JENA podling).

The issue might not be just one of where JIRA is hosted, but also whether the contribution
has actually been submitted.

In this case someone has provided a link to some code which they claim to have the right to
submit (i.e. they have checked the license grant box). They have not uploaded a patch to JIRA.
Does this still count as submission?

(in the case of JENA it is a little simpler as the issue is on ASF JIRA).
