I did read the thread you mentioned above several times. :^p  It wasn't clear to me based
on the back and forth between Roy Fielding and Craig Russel, so that's why I thought I would
post the questions here.  See if I could get a more definitive answer.

Are there versions of the resource files from the ASF with the restrictive headers removed?
 I'd feel more comfortable using files from the ASF that had been updated, then updating them
myself.
