Please treat this as a minor quibble, not as an objection.

In the proposed Q3, there is a reference to "the question".  While it certainly is a valid
question, and affirmative answers to such a question would lead to an acceptable dependency,
it is not the only question that could lead to such a result.  As a concrete use case, Apache
httpd contains code to allow the server to be run as an NT service.  Even if it ever came
to pass that the majority of users of Apache httpd were to run on Microsoft Windows, and if
100% of such users were to use the code to allow httpd to be run as an NT service, this in
no way makes httpd rely on Windows.

I am OK with the proposed text being published without this quibble being addressed.
