Q2 speaks only to using a component with a prohibited licenses while Q3 refers to any "component
whose licensing affects the product". 

I read Q2 as trying to specifically spell out that projects are free to leverage components
with prohibited licenses so long as that usage doesn't impact the licensing of the project
itself. So using a GPL'd tool during the build is OK. Using a GPL'd database is OK if it is
accessed through an abstraction that is compatible with the projects license, such as a JDBC
driver.

OTOH, Q3 says if the component's licensing DOES affect the product then it can only be used
in the specified manner.

There is some overlap as the JDBC driver example illustrates.
