Unicode's data license is in Exhibit 1 of http://www.unicode.org/copyright.html, and is almost the same as the ICU license, which had previously gotten the green light from Cliff Schmidt in this thread: http://mail-archives.apache.org/mod_mbox/www-legal-discuss/200706.mbox/%3Cc5e632550706240118q6bc39cc6yc79984f286a80aed@mail.gmail.com%3E. But this is all bundled together on the Unicode Terms of Use page, so I think it would need somebody to explicitly say it's OK.
