1) Have a live link to the 'open source definition',
2) Define 'category A, category B, and category X'.
3) Add a paragraph or two of motivation. It would presumably read
something like:

Apache projects are required to ensure that their results meet certain
standards so that users can use and modify them without fear of
stepping into the following sorts of problems and restrictions ...

This results in certain rules for what an Apache component can depend on at:
  - runtime
  - build time

Further, policy restricts the ASF public svn repositories to only
include materials that meet certain standards, so that individuals who
retrieve materials from these repositories need not worry about the
possibility of stepping into the following sorts of problems and

Note that this results between practical/technical requirements of
project and these restrictions. For example, a project may wish to
include a testing procedure that validates against a suite of test
cases that do not meet these requirements. In some cases these
materials are stored in PMC-private areas and used only by PMC members
and/or committers. In others, build procedures dynamically download
