Subject Guidance on SMTP+SSL support in log4j

I've attached a patch to a bug for log4j's SMTPAppender that enables  
specifying the transport protocol used by JavaMail.  There is nothing  
inherently related to encryption in the patch, but its primary  
motivation is to allow SSL encryption of SMTP messages.  Would this be  
considered "specifically designed to use cryptography" and require a  
notice?  Hoping not.
