I think the word "depend" in proposed Question a) is too broad.  A hard dependency that would
be difficult to remove would be controversial, but an fully optional, clearly marked, and
easily removed dependency is fine.

I believe that if we want to generalize this to the GPL, we need an abstraction layer, like
JDBC, as well as a credible alternative; as the plugin itself may need to be GPL.
