Robert pointed me to /committers/board/committee-info.txt in the private repository.
It contains member lists for "Legal Affairs" and "Infrastructure" committees. 

Maybe there is no need to make the list public (there is not such list for Projects PMC, too),
but at least to have a description of what is their role and what are their duties it would
