No idea what it was meant to mean. It seems pretty weak, the source
package definitely has the option to include its compile time
requirements (be they binary or not), and so does the 'convenient'
binary version, whose requirements are run time. They may not be the
same (ie: runtime will need dependencies of dependencies, while
compile time will need build/test tools and 'provided' dependencies).
