Subject including schema files from standard bodies in distribution?

Hi ,

Apache CXF project needs to distribution some schema documents from W3C. 
Some schema documents have obvious copyright notice in document header, 
such as this addressing schema [1]. However, some schema documents have 
no obvious license associated with them, and only include a simple 
copyright note in their document headers, such as [2], [3], and [4]. Can 
some legal experts out there give us some advices regarding to 
distribution of those documents ([2], [3], [4])without obvious license 
associated with them?
