Subject Getting Copyright License approved

How does one go about getting a license approved?

I would like to include JCharts jar file in JMeter's distribution. I was 
able to contact the author of JCharts Nathaniel Auvil. JCharts is licensed 
under bsd/apache style license and nathaniel stated it was ok to include the 
jar in jmeter's distribution. The text of jcharts license states the 
following:

Is the license compatable/acceptable to ASF?
