seems like the appropriate location to record all initial BXA
notifications and subsequent amendments, if we consider such
notifications a matter of public record.

seems like the place to answer 'What ASF software is subject to BXA
export control or other restrictions?'  It could reference some
normalized location for each project (e.g. proj.apache.org/bxa.html),
and the public records page of bxa notifications.

A new /foundation/policies.html file could be used to record
such minutia such as quarterly PMC reporting requirements, BXA
crypto notification requirements (internal and external), and
anything else the board would see fit to detail.

Comments?  Many other OS projects are more single-focused, and
either have BXA issues for their 'project' or it doesn't apply.
But any hints on how other OS projects successfully manage the
BXA requirements or track/report to the public their ECCN 5D002 
filings would be most useful here.
