Yes it is. Anyone is free to do exactly that, as long as
the result is not called an Apache license. The ASF should
not lend it's name for that.

Sourceforge is their friend.

Apache stands for communities that build open source software
which is licensed under the Apache License. Not GPL, MPL, CC,
BSD, or something that is not quite open and not quite Apache.
