On the topic of an RI and open source implementations, There are currently
3 (major) open source implementations of OSGi: Apache Felix, Eclipse
Equinox, Knopflerfish.

The Equinox project at Eclipse has implemented the requirements identified
by the 291 EG whose design appear in the 291 draft.

You can see some evidence of their implementation in the Equinox repo. For
example, some implementation of the first requirement can be seen at
http://dev.eclipse.org/viewcvs/index.cgi/org.eclipse.osgi/osgi/src/org/osgi/framework/Bundle.java?view=log
