Jake Farrell commented on INFRA-12659:

[~creamyg] and I talked about this on HipChat, I have some action items for cleanup here.
quick version of the conversation is that

- Tagged releases are ok to generate artifacts from
- master or any other tags will not auto-generate artifacts and we will allow bintray use
for a manual upload of those

> ------------------------------------------
> Key: INFRA-12659
> URL: https://issues.apache.org/jira/browse/INFRA-12659
> Project: Infrastructure
> Issue Type: Bug
> Components: Docker

> See infrastructure@apache thread at https://s.apache.org/OKRb .
> Docker Hub is a public-facing downstream distribution channel. The Infra-supported Docker
images at https://hub.docker.com/r/apache/ should not link to unreleased code. These images
are being discovered by people outside our project development communities and are being mistaken
for official distributions: see LEGAL-270.
> Instead of being built from the Git `master` branch for one of our repositories, the
`latest` Docker tag should instead be built from a commit representing an official release.
