The default security level for the issue security scheme that Cordova uses (same as Cloudstack)
is set to Group(anyone), which allows anyone with a jira account to see Public tickets.  People
without a jira account can't see them at all. 

If you want to change this, we can create a new security scheme with the default security
set to "None" which should allow public tickets to be truly public (see them without logging

Let me know how you'd like to proceed.
