I think this directory was part of the solution to publish artifacts to central, before Nexus:
I think [~olamy] knows this

the S3 you're talking about is in the other direction: having a copy of central at Apache
was tracked through INFRA-8599 . AFAIK, it has nothing to do with m2-ibiblio-rsync-repository
