Those docs are a bit out of date, https://reference.apache.org/committer/newaccount#ssh-setup
is more up to date.  You'll need to ssh to minotaur.apache.org, people.apache.org is just
for home directories now.
You can still use scp/ sftp to get to people.apache.org which is also home.apache.org, but
that host does NOT provide shell access.
