Thanks for clearing things up!

In about 48 hours I'm heading up to NJ to visit with inlaws.  I'll have network access but
I won't be in a position to make significant use of the VM until early next week.

Agreed, but I will note that my plan is to puppetize everything from the start and comply
with the existing RTC process for puppet changes.  So I will routinely be asking for people
to review my changes.  Whether they chose to apply "any damage this change causes will be
limited to the gitmon VM" as their bar, or more actively review the changes is entirely up
to them.

I believe that David has made a case why the service should not be owned by infra.  In any
case, I suspect that the ultimate result won't be quite so binary.  There likely will be responsibilities
apportioned to the infrastructure team, the PMCs that make us of the service, and Legal Affairs.

Getting the code up and running will make things a lot clearer.

Agreed.  And (as described above), everything will be documented, puppetized, and made available
for review every step of the way.
