The goal here is to remove the overhead of infra being the point of control for projects using
GitHub. We want to make it possible for projects to own their own GitHub presence and thus
manage access to those repo's. However, this requires that infra are able to collect and report
on GitHub activities.

I believe the blocker for infra moving forwards on this ticket is that VP Legal has not given
his blessing to the document at http://www.staging.apache.org/legal/ghmon.html and the proposal
resulting from the discussion Sam links to in a previous comment. However, I don't believe
this blessing will be provided until Infra are able to confirm that they can meet the monitoring

Essentially the goal here is to remove the responsibility for enforcing IP due diligence from
the infra team. This should be pushed to the PMCs, who can then be made responsible for maintaining
their GitHub presence. However, in order to do this we do need to ensure that we monitor activities,
keep records and, where necessary, flag problems for VP Legal and potentially the board.

The infra responsibility should be to provide and manage the tooling for that monitoring and
reporting. However, infra should not be doing the work to manage the GitHub repos.

This ticket is designed to allow Sam, who has volunteered to help infra do this. This is not
a duplication of MATT, but as Sam says much of MATT can be reused here.

Since Infra will ultimately be responsible for maintaining the record keeping part of this
it is important that the team are involved with this work. However, there is no need for infra
to own the work from start to finish. 

It's up to the infra team to figure out how to work with Sam on this. Sam has agreed to work
with the infra team to ensure that a manageable service is delivered and infra should work
to ensure they are happy to take on responsibility. It is my personal hope that we can stop
the MATT experiment and reuse that code to deliver a self-help solution for project wanting
to move to GitHub. Thus freeing up infra time.
