not sure if this is better as re-opening or as a new JIRA. HBase would like to use docker
images in running internal tests of our code prior to releases (hopefully as a part of a CI
system). That is better done if we have a place that we can publish SNAPSHOT pre-release images.
Both dockerhub and bintray are downstream-facing, and so seem inappropriate for these images.
Suggestions?

Beyond setting up a host, we'd need to get a registry running (which I'd be more than happy
to help with), and there would likely need to be some convention established around namespaces
