In case its useful for other podlings, here is A short summary of the reasoning behind our
decision.  This info was derived from further conversations w/ infra in hipchat and some GH

Found we would be able to close GH issues (and PRs) with an empty commit message.

There was undesirable side effect of the transfer GH project to Apache AND use Jira option.
If we had chosen this option, then when Apache got ownership of the project GH issues would
have been disabled.  Some experimentation on GH showed that this would cause existing links
to issues to return 404.

Given this new info we decided to transfer the project to Apache and use GH issues for the
Fluo podling.
