Based on discussions in Vancouver, I think this might be better as another standalone ComDev
VM like for reporter or projects-new. If that's likely to be an issue, we could package the
webapp up as a docker container and deploy it on the comdev docker host, but I gather that
puppet is more infra-preferred than docker?
