We'd like all three groups removed from notifications about additions to the worklog. The
services which publish to the worklog are already separately notifying our notifications (or
commits) mailing list, so forcing these users to receive an additional notification directly
from JIRA when they already have the choice to follow that activity via the mailing lists,
is particularly unfriendly to contributors.
