The current behavior after you change is as follows : 
1. A random user can assign any ticket to himself/herself, but cannot unassign
2. The reporter can assign to anyone and unassign
3. PMC/admin/committer can do anything.

This is pretty near perfect, except the part in 1) where a user cannot unassign (a.k.a. assign
to unassigned)

I can live with this if need be, but would ideally like 1) to allow any user to also unassign
