Since Fluo has already developed a workflow on GitHub, it would be preferable to continue
to work on GitHub. It is my understanding that INFRA is currently testing out a bi-directional
mirroring between ASF git infrastructure and GitHub, which would make it possible for developers
to push to GitHub and leverage it for issue tracking.

That would be ideal for Fluo, especially if the existing GitHub repository was transferred
to the Apache organization on GitHub, so that GitHub would automatically redirect users to
the new location, and would preserve the existing issue history. This would also supersede
the request in in INFRA-11902 to create a JIRA (a JIRA wouldn't be necessary if we could use
GitHub for issue tracking).
