Yes, we can add a Role to receive notifications for events. Right now, the Kudu notification
scheme is set up to send notifications to:

Single Email Address (issues@kudu.incubator.apache.org)
Current Assignee 
All Watchers

We could add Project Role: PMC as a notification target for all the events if desired.

I think the missing email from the INFRA ticket is related to the same "Generic Event" filter
that I mentioned originally. I've updated the INFRA notification scheme to hopefully fix this.
